TANZANIA: Government pledges to triple budget for research next fiscal year

The government is planning to triple funds for research in next year’s budget, the minister for education and vocational training, Dr Shukuru Kawambwa, has said.Speaking to journalists after opening the 6th Higher Education, Science and Technology exhibition in Dar es Salaam yesterday, Dr Kawambwa said due to its importance in development, the government intends to set aside Sh100 billion for research.

In the 2010/11 Budget, the government allocated Sh10 billion while currently, Sh30 billion has been disbursed to finance such research.“Currently research receives inadequate funds due to limited budget. We aim at increasing the funds to Sh100 billion during the next financial year,” he said.

However, Dr Kawambwa challenged higher learning institutions to distribute reports of their researches to stakeholders and the general public for impact.“You shouldn’t keep the research reports in shelves and instead disseminate them to stakeholders and the public for them to impact development,” he told representatives of various higher learning institutions at the exhibition.

But, in a quick rejoinder, some of the researchers interviewed by The Citizen yesterday attributed their failure to disseminate research reports to poor response from the policy makers and facilitation from the government.
Dr Declare Mushi, researcher with the Kilimanjaro Christian Medical College (KCMC), said even if researchers forward their findings to responsible authorities, they rarely read them.

“This could be one of the factors that discourage us from disseminating reports to policymakers,” he said.
“Also, there is less motivation from researchers themselves as they do research for their personal interests such as academic progress.”

However, he was of the opinion that the government should introduce a law that would make release of research findings mandatory. For his part, Dr Loth Mulungu, a researcher with the Sokoine University of Agriculture (SUA), was concerned with lack of extension officers to disseminate research findings to farmers for implementation.
