CHINA: Hong Kong to raise higher education rate

Hong Kong Special Administrative Region Chief Executive Donald Tsang said last week the city was likely to raise the higher education participation rate among young people to about 65%, from around 30% in 2000, reports The People's Daily."Education is the largest single expenditure item in our budget, representing over 20% of [Hong Kong's] total government recurrent expenditure," Tsang said in his annual policy address at the city's 60-member Legislative Council, which was broadcast live to Hong Kong's seven million people.
Tsang proposed forming a fund with a total commitment of HK$2.5 billion (US$322 million) for the development of self-financing post-secondary education.
