JAPAN: Government urging boost in number of PhD holders # 06, June 2010 TOKYO (Kyodo). - Japan should increase the number of doctoral degree holders capable of being internationally competitive in their academic and business careers, a government white paper showed Tuesday. The white paper on science and technology refers to concerns that the number of doctoral students in Japan has been declining since hitting a peak in 2003, although the number of PhD holders in China and a number of other Asian countries has been increasing. There are not many stable job opportunities in Japan for those who recently completed their doctorates, the document says, giving the government's view over sagging interest in PhD studies among Japanese students. However, demand for PhD holders from Japanese companies may rise in the future in step with the globalization of their activities, the white paper says, adding it is possible that about 30 percent of PhD students would be hired upon graduation by private-sector businesses in the future, up from the current 20 percent, to match the level in the United States.
