Potential threat to the implementation of risks can be expressed in terms of the residual energy of the nonlinear damping of vibro-seismic wave processes and adequate intensity equivalent of seismic hazard on a scale of Mercalli or Richter.

Now the building branch is not provided by necessary metrological maintenance and, as consequence, corresponding standard maintenance of control not only a current condition of building objects and materials, but also reasons detection of the postponed failures, decrease speeds in the major characteristics of building materials, products and assembly knots for all period of operation.
